Dealmakers started 2025 predicting one of the best hauls in a decade. It wasn’t long before they had to deliver a stark reality check.
Across Wall Street, the world’s leading mergers and acquisitions advisers are sounding the alarm: the Donald Trump-driven deals boom they’d all been dreaming of isn’t happening yet.
Instead, dealmaking is essentially on hold, according to top bankers at Morgan Stanley and UBS Group AG. Kirkland & Ellis, the world’s No. 1 legal adviser on M&A, has warned that lenders are more selective about the transactions they’re willing to back. And at Goldman Sachs Group Inc., one senior strategist slashed his prediction of a 25% increase in US M&A this year to just 7%.
It’s all a far cry from the start of 2025, when dealmakers were giddy with anticipation of a big year advising companies on buying, selling and raising capital.
Seeds of hyper-optimism had been sown in November, when Trump was re-elected as US President on promises that included tax cuts, deregulation and a further taming of inflation. The president’s sweeping policy changes have largely had the opposite effect, sending US stock markets into correction territory, reigniting inflation fears and forcing companies to pause or pull some deals.

Investors are getting pickier about the leveraged loans they’re prepared to buy, putting pressure on private equity buyouts; merger arbitrage traders have fewer major transactions to bet on; and equity bankers are starting to worry that highly-anticipated initial public offerings could end up getting jammed.
Activity has been underwhelming: Roughly $590 billion of M&A has been announced through March 25, data compiled by Bloomberg show. That’s up slightly on the same period in 2024 only because some recent large deals, including Alphabet Inc.’s $32 billion plan to buy cybersecurity startup Wiz and the $6 billion-plus sale of basketball’s iconic Boston Celtics, have put a last-minute gloss on an otherwise frustrating quarter.
“The year has started more slowly than anticipated,” said Tom Miles, global co-head of M&A, Morgan Stanley, who cited market uncertainty tied to the way the Trump government is implementing economic and geopolitical policy. “M&A is by definition a long-term decision, and you need some stability in order to be in a position to make that type of decision.”

Abu Dhabi, meanwhile, is helping to bankroll Trump’s AI infrastructure plan, in addition to looking for ways to invest in US energy assets.
